I would suggest you to boot into safe mode and then try to uninstall weather channel.

While in Safe Mode, uninstalling should be less problematic (hopefully)

5. Scroll down that menu to The Weather Channel FW folder and double click on it to expand the view.
6. Double click on the Framework folder to display the contents.
7. Right mouse click on the icon that says 'UNWISE.EXE' on the pop-up menu click on COPY.
8. Go to the tool bar on the window and click the Back button.
9. In that window right mouse click on the 'Desktop Weather' folder and in the pop-up menu click on PASTE.

From that point you will be able to proceed as normal with uninstall.

I suggest you to follow the below steps to uninstall the program:

When running Windows Installer Cleanup Utility, select Windows XP Winter Fun Pack from the Installed Products list in the Windows Installer Cleanup dialog box. Select Remove to remove all Windows Installer information associated with the selected program. This includes the entries for the programs in the Add or Remove Programs item in Control Panel. Be aware that only the Installer information for that particular program is removed, not the files.

Note: If you use this utility to remove Windows Installer configuration information for your program and you plan to reinstall the program, you should reinstall the program in the same folder where you originally installed it. This prevents duplication of files on your hard disk or disks.
